McGregor, Iowa -- Five million dollars is a lot of money, especially in a small town like McGregor. Five million was the amount the McGregor-Marquette Area Legacy Project was tentatively awarded from the Vision Iowa development fund in 2001. The money was earmarked for a resort hotel with a water park, golf course and housing development, as well as a trail linking McGregor and nearby Marquette. Also rolled into the package were streetscape improvements for McGregor, Marquette, Guttenberg and Strawberry Point.

But on April 9, the Vision Iowa board decided to cut funding for the hotel-golf-course-water park complex and housing development.

According to Michael Gartner, chair of the Vision Iowa board of directors, the “board was never satisfied” that the McGregor group had created a workable funding package for its share of the development dollars. In addition, the Vision Iowa board had concerns about the development company, River Bluff Resorts LLC. The company has connections with dubious developer Conrad Seymour (Dubuque Telegraph Herald 3-11-03). Seymour left the City of La Crosse holding the bag on $56,000 in unpaid bills on a downtown building redevelopment project. The original development agreement with Clayton County was signed by Seymour.

Private developer proposes $116 million resort in Hancock County

HAMILTON, Ill. - A well kept secret was announced in Hancock County Tuesday night, with Jerry Baker, Hancock County economic development director with the University of Illinois Extension, introducing The Gilran Group LLC, to the Hamilton School Board.

Bill Ranguette, principal, of Waunakee, Wis., and consultant Conrad "Connie" Seymour laid out a plan to bring a $116 million resort to Sonora Township in the Hamilton School District.

GilRan, a national developer of golf resort communities, is launching a joint venture with the Great River Golf Club, River Road, Nauvoo, Ill., to ... develop a new destination resort ... hotel ... waterpark ... homes and condominiums ... golf course.

According to a timeline written by GilRan, a developer's contract about the tax abatement is scheduled for agreement in February to April 2004

STATE FILES ENVIRONMENTAL LAWSUIT IN LA CROSSE COUNTY http://www.doj.state.wi.us/dls/environpro/news/enr113000.asp

MADISON – Attorney General James Doyle announced today that his office has filed a lawsuit against a La Crosse County company and its owner over alleged violations of state asbestos renovation regulations.

Doyle said the lawsuit is against MPC Development, LLC, and Conrad Seymour, both of La Crosse. MPC Development is a real estate development and rehabilitation company that is owned by Seymour.
